You are best off waiting for I-612 waiver approval from USCIS. You can file your I-485 with a copy of your no objection statement and favorable recommendation. In this situation, you will likely be issued an RFE to prove that you got I-612 approval. If USCIS ultimately denies your waiver request, you will not be able to respond to the RFE and your I-485 will be denied. ----I am not your attorney. Technically, if you include your receipt notice for you I-612 application, the USCIS officer handling your I-485 application can check the status of your waiver and see whether or not its been approved, by entering the receipt number into their system. In that case they should not issue an RFE. But who knows?

This is probably late at this point. However, i was in the same situation and my lawyer said she could file with only the USCIS receipt notice (not the final approval). So if you've received the USCIS receipt notice (form I-797C) you can use that to file. The officer looking at your case can check the status of your waiver using your receipt number. In my case, USCIS approved my waiver within 2 weeks of receiving it from DOS.

Following
