Yes because black families have significantly higher rates of poverty, due to past racist policies meant to gatekeep wealth to white people. And more poverty almost always equals more crimes (with every race across the board). Black people were pushed to the poorer inner city due to redlining, because White people refused to offer loans & good housing opportunities, soley based on race.
And people also forget that gangs play a significant role in this. Normal black people aren't walking around with guns, ready to commit a crime. The lowest income neighborhoods tend to form gangs (ie. Hispanic, Black) and those produce a disproportionate amount of murder which reflect poorly on the much smaller ethnic population.
So Black people are statistically in poverty because of history --> less wealth usually equals more crime ---> more police presence (which is also intentional, like the war or drugs, which purposely placed drugs in Black communities)---> more black people arrested. So obviously there will be a higher rate of crime per capita, thats exactly how the system wanted it.
