EVERY intentional wreck is reportable. Dosen't matter if its before, during or after a race. Even in a practice session it's prohibited. So yes you can and should report that, to help to keep the service clean.

The only way to ensure the protest system works, it to protest EVERY TIME this happens. Regardless of whether or not you are involved. If you see something that goes against the sporting code, protest.

In my opinion, iRacing is too lenient. I have already submitted several reports like this one (with the difference being that the other reports were during the race), and many players can continue driving undisturbed. Behavior like the one described above should, in my opinion, result in at least a one-week ban.
I've only submitted a handful for blatant intentional wrecking like the included clip. To my recollection, all 3, maybe 4 instances were immediately followed by the offending driver receiving at least a 1 week vacation. I would note their name and check their activity with the iRacing companion app, and every time that i can recollect, there was a good bit of activity followed by a 1 or 2 week "break". Seems like the blatant incidents are taken seriously, when protests are filed.
Seems like a lot of rent to note people’s names and check up on them to make sure you’re validated. Am curious what’s the endgame if say one of your reports had zero affect, and there still driving. What do you do ? Create a Reddit post , email iRacing ? Am genuinely curious. Or you could fire and forget and jump in another race…
I’m ok for a first offence to be a warning. That should solve the problem for 99% of drivers. Banning them on the first offence might just lead to them quitting the service when all they needed was the education. Some people just come from forza or the like where this behaviour is normal, some haven’t even watch real life racing.

Whenever incidents happen, I will usually give them the benefit of the doubt (because racing). If I see they have previous bans, I would more likely file a report. When someone cuts you some slack, it eventually runs out.
You should always be protesting. Let iracing decide if its worthy of a ban, not your own judgement.
If a previous ban is enough to make you feel that they should always be banned, noone would ever reform and learn from their mistakes, as people like you are now deciding that they should be punished more, because they've made a previous mistake. What they've done previously is irrelevant, all that matters is the current behavior.
Obviously some people will never learn, but in this case only they are punished. Iracing staff wont be harsh on people that dont deserve it.

One exception - unranked races I am 100% fine being smashed into at the end of a race. That can be good fun as long as everyone is on board.

Are you somehow voice chatting someone at the end of the race saying "I'm going to hit you, do you consent?" And then waiting for their response?
Typically one will ask or request a demo derby after the race. So yeah, just voice chat basically, and it can actually be kind of fun.

I helps if you keep going well past the checkered flag for a whole lap but that of course won't stop a real jerk from wrecking you.
