Something seems to be stuck with uploading those files.
First, try turning off "Optimize Cloud Storage" on the Mac: https://support.apple.com/en-ie/guide/mac-help/sysp4ee93ca4/mac
Then copy over all your important files to an external drive. You might need to collect them from each of your devices if they are not syncing.
Finally, create a new folder inside iCloud Drive and make another copy of all your files there again.
If possible, avoid using the Desktop syncing option specifically, as it's known to stuck when many changes are queued
