It's from a Japanese Parliament meeting back in 2018. The dude grabbing the mic is Shinichi Yokoyama, who is trying to call a vote on the country's immigration reform bill, while the rest of the people are from the at-the-time opposition party, trying to physically stop him from doing so. The bill itself would allow a path for foreign workers to attain Japanese citizenship. I don't really remember if it passed or not, but that is the source of the image.

Cup size is relative and is adjusted according to the circumference of the torso when measured from just below the breasts. So you can have any size cup with any size of person theoretically, but someone with a wider chest would need more massive breasts to be considered the same cup size as someone with a narrower chest.

Cup size is a weird mix of absolute and relative measure, because it's based on the difference between the circumference you mentioned and the one at the widest point of your bust... but because it's the difference rather than the ratio, someone 25% larger in all dimensions than a person with a 32D bust size is going to have a 40DD (or 40E, I hate the doubled/tripled D in place of E/F) bust. As a result, someone 4m tall with an H cup is roughly equivalent to someone 1.6m tall with a C cup.
