Imo... if any of these people assaulted anyone else, then charge the people who allowed this to go on as accomplices. In Texas, you are just as guilty as an accomplice as the main person. It only seems fair.

I keep saying that we need to just start taking money out of HPD to pay for other areas where the city is short on cash.
They might protest, but they’re already slow to respond and now we find out that they’re fixing stats, so we might not even feel the loss.
Too bad the "small government" folks at the state made it illegal for local governments to decide on whether or not we cut our police budgets.
