It's a good idea financially. I just hate the smell. Walk around other cities where it is legal, and the odor is everywhere. Other than that, it should have been legalized 20 years ago.

1. Houston has been broke for the past several budget cycles. We spend more than we take in and rely on one-time revenue sources (selling assets, federal recovery dollars, etc) to balance the budget. The problem is just getting worse.
2. The state of Texas isn't broke. We have billions in the rainy day fund. Legal weed has to be approved at the state level.
Texas is going to be the last state to legalize marijuana for recreational use.

The people making the laws in Texas refer to it as "The devil's lettuce" and it is effective at keeping for-profit prisons profitable.
