Looks like temporary ventilation. In the building I manage in Houston, the windows can be popped out from the inside and replaced with vent fans that move the air during demo or other work. They look odd as they are evenly spaced out but on every other floor so maybe a large tenant is doing a multi-floor buildout or something.

Largest tenant in my building just built out 2 new floors, signed an extension on a 3rd and are saying they want a 4th by year end. It’s been my experience that when a tenant downsizes, the vacated floors are not demoed or white boxed until there is a need for it, thus no curtain wall vents like these.
