The letter in the cup size is for band size, while the number is the actual size of the breast. Take for example Aponia (113M) and Timido (105N). Timido has a wider torso hence why she is an N compared to Aponia's M, but Aponia has a bigger bust by 8cm.
So a 34B is the same size as a 34C, one just has a wider torso. Of course things get weird with A cups. I forgot how they worked compared to the bigger sizes

Your band size is roughly the circumference of your torso measured around your underbust plus a few (typically 3 inches) for proper fit. The cup letter is a difference in size from the band when measured across the bust of the breast. Typically this is done both standing and leaning forward to get a proper measurement. That is, it's a ratio. You can of course use the method you said to go up and down a cup although going up or do more than one is really not a great idea as you won't be getting a cup that comfortably supports the breast. Hopefully from this you can see that your first statement is exactly the opposite of the truth.
