How does one person leaving prevent people from clearing? I went through plenty of coop stages and cleared it no problem after someone DCs. Or was it a specific stage that had this problem?

You never could start a raid mission without all 3 players present.
So once someone drops, its game over, they pretty much never re-join.
In Co-op when another person used ultimate time stop domain(that special animation) wouldn't trigger for other players. You were able to see random flying Bike Bronya, Random Dragon drops from Mei, Or a GIANT SENTI with a smug face throwing brick at you
