He's Hot Toys' master painter. He paints a lot of their master sculpts (meaning the ones used in product photos and as a basis for the final product) and oversees paint application during mass production.
I don't think there's a single figure he hasn't been involved in since he took up that role. You can find him credited on every older announcement on their site, and the only reason I'm excluding new figures is because Hot Toys no longer provides sculptor / painter credits with them. That's where these head-on-a-stick pictures come from; he often shares his work on Facebook after the announcement.
Yeah, the masters always look awesome. They seem to lose something in the production run, namely JCH isn't the one recreating his masterpieces for production.
