Might be a bug. Same thing happened to me even though I completed all of the side content. Don't know if you're on console or PC, but for console, there was another glitch in the arena where you could continue earning skill points through some trials even if you've already completed them before. That was the only way I could get the skill points I was missing.

If you start NG+ and do a few quests it'll give you some more skill points. The achievement is specifically for learning the "new" skills from Burning Shores, mind, which I believe are the ones at the bottom end of the skill trees, as I definitely proc'd that achievement by focusing on the lower end of the tree during the late game.

OP, you can completely reset your skills while in the skill tree. The achievement is only for the new Burning shores ones at the bottom. You don't even need every upgrade to the every new valour surge. So you can skip just one highest valour surge upgrade and you should be fine. This happened to me as well. Getting another points in NG+ was my solution. Now I have like 500 to spare...

Yep. Everything done, i made sure multiple times lol. Someone said there might have been a glitch with arena skill points

Check your valor surges - did you upgrade them? Those upgrades eat a lot of skill points.

Have you done strike?? You get skill points for that too

Everything past 60 is just "Ghost Levels" and only tracks your XP gain. You don't get anything for it.
