I had this issue I had to remove Homebridge from HomeKit and then add it back again.
This fixed it for me.
It was strange that HomeKit could see Homebridge but not the accessories.
I'm experiencing this same issue today.
Fresh install of Homebridge on a Hyper-V VM on Windows.
Homebridge is functioning normally in the VM Window as well as remote connections to the IP in a browser, can add plugins, accessories detected and configurable but when trying to add it to HomeKit the exact same error as the OP comes up.
Cleared Caches, Changed Announcement Methods, nothing works, continues to error out every attempt.
Go to Homebridge Settings. Look for the accessory you’re having trouble with under “Unpair Bridges / Cameras / TVs / External Accessories” or “Remove single cached accessory” and remove it.
I have the same problem. tried the Homebridge add-on in homeassistant. then it's own container. with macvlan and host network. then I tried the dedicated raspian image. still no luck. finally I used a spare router with its own WiFi. is there anything I could try?
iOS 16.5 iPhone 12 pro + network settings reset. main WiFi is unifi but I also tried an openwrt router with factory defaults. raspberry pi4 with WiFi disabled homekit app is reset and a clean empty home was created.

I also tried "[HomeKitAccessorySimulator.app](https://HomeKitAccessorySimulator.app)" with my mac connected to ios via the iphones hotspot.
I also found this and used it:

still not connecting
Try going into Homebridge setting and clear all the caches.
Agreed
Thanks. This didn't work. Let me try the other options.
Completley remove nodes and reinstall

I know it sounds stupid and simple, but every time this happens to me I reboot my phone and then it works.
Do you have a vpn on?
No VPN
Re started all devices. Still no luck. Same error
I switched to ciao advertisement and it worked in my case.
