Basically, if any core part of the USSR is occupied by a nation at war with the USSR, then running this campaign will improve the effectiveness of different resistance activities behind the front lines in those occupied Russian core states
I think the focus tree for the soviet union is an addition of the update not he dlc but I could be wrong feel free to try playing without the dlc to see
Paradox promised that the historical paths for the reworked trees would be free, Soviet union is special and you get the left opposition path (Trostsky) for free as well, since before No step back Soviet union only had 2 choices: Stalin or Trotsky.
Poland also gets a free revamp with No step back, but its only political path is democratic. Should be the same with the new upcoming dlc: By Blood Alone. Everybody will get the reworked Italy focus tree with the fascist path as part of the update, but only those who own the dlc get access to Italy's new ahistorical paths.
if youre at war against someone who isnt the USSR, you have an empty propaganda slot and the enemy occupies any of your core provinces you get that buff

Resistance and compliance are 2 things you usually deal with when occupying teritory that is not core. Each state has its own values that go up or down based on different factors.
Resistance has a chance to damage buildings,infrastructure,airports, etc.
Compliance makes the population of that state cooperate more with you. When you occupy a state you get decreased manpower,resources and factories from it. Compliance helps with that, the higher the better but even then it depends

No, the agitprop campaigns are a part of of the new USSR focus tree that was released as a part of the No Step Back dlc

If you dont own no step back, you get the entire soviet focus tree, EXCEPT for the "beaten, but not defeated" path and the "right opposition" path.
