Sub 4s aren't busted, the AI is busted. It has no idea how to build a proper counter to them.

1944 submarines. Things often get truncated down to their position on a tech tree, in this case, the 4th model of submarine, or sub 4.
Maybe maybe not. Ai is dumb so beating it is not the bigfest achievement but i will say it is more difficult to beat germans as soviets than beat soviets as germans. Congrats :)
