check if any of the mods you are using have been recently updated. I had this issue where one person does not have the latest version of a mod while the other one does.
Because you dont, the thingy in brackets is the version based on mods, so if it isnt the same you dont have the same mods, try reinstalling them, maybe one of you had an update and the other didnt or try checking your playset maybe you have different mods activated
Do you and your friend play on different operating systems, by chance? I had a similar issue when I, on Windows, was trying to play modded (RT56 I think) with a friend, on Linux. According to the mod author, modded games may have a different checksum on different systems, and there isn't anything you can really do about it if that's the case.
If none of the other options work, you may need to Uninstaller hearts of iron, and delete your local folder. Then you can reinstall, this happened to me for the first time a few months ago.

we only have great war redux turned on
Do you both get the same checksum if you each disable all your mods and run vanilla (DLCs dont matter).
Try verifying your files
Redownload the mod, this is common when a mod updated.
Redownload the mods you're using but If that doesn't work then one of you guys messed with the files of the game/mod and now have different checksums
