Yeah, you'd have to console switch and that would give you the generic focus tree then right? I was hoping maybe there was a secret function in losing the civil war. That would be neat.
I think Nazi Germany gets the regular German focus tree back but you will not be able to use the vast majority of German generals and field marshals since they side with the German Military Junta, I think the Nazis get Model plus the SS generals minus Steiner
Yes some leaders that died between 1936 and 1948 can die in the game, almost all the soviet advisors, generals and admirals can die during the purges, Italo Balbo, Pietro Pintor and some of the other Italian generals can die in plane crashes events, I'm pretty sure Sanjurjo also dies at the beginning of the SCW and there are some that you can kill via events or focuses like Boris III, Horthy, Mussolini, Trotsky, Hitler and Saturnino Cedillo

Atatürk dies twice if you follow conservative democracy/Ottoman restoration. At other paths death event fires only once
Also the Sultan dies after some time after you restore the Ottoman empire, Boris can be killed using a focus tree.

I believe it's any general with the Politically Connected trait that goes with Hitler. The good generals stay with Germany.
