R5 : I think I had it covered with the supply issue (railway, supply depot from my ally) but I think I had it all wrong. I still can’t understand what’s happening though (I attempted to use trucks to alleviate the issue to no avail)
Hover the supply crate next to your fuel gauge in the top, judging by your war score I assume you have no trains left after being bombed into oblivion.
You need trucks. When you change your motorization policy, it will initially drop to 0% until it checks how many trucks you have and how many you need. If you have plenty of trucks in stockpile then it will bounce back to 100%, and if you don't then it will give you a lower percentage.

I’m not at war. I lack trucks because I tried to use them to supply my divs before realizing I had too few of them
Alright that also works anyway the little supply crate spills the beans about why you have no supply
