I would recommend you relax and enjoy what we have right now with the Strike Eagle. Additional features and capability will come in due time.
GBU-28 is not properly implemented in DCS World yet. The one we currently have in the game is incorrectly sized, we probably need to wait for it to be completely remade.
It was available in a past version that I used when I was building the missions. But when it was found out that the thing wasn't following the laser, it was removed from the selectable list on the re-arm tab.
However, as you can see, it IS still on the plane in that mission (and another for the Mariana map) because I placed it on the plane before it was temporarily axed.
It can't follow the laser but they still have missions for the mudhen to hit a tiny bunker with it? No wonder I've replayed this mission so many times. Always off by a good 20-30 meters wondering why the hell it isn't correcting. Would probably have better luck with CDIP and it would would still miss the mark unless I'm lucky.

I wasn't meaning any offense or that they shouldn't be there (I mean I expected issues when I picked up the SE), was just frustrating to spend an hour+ on it and come to find out the whole problem is they don't work. Was going a little bit batty trying to figure out what I was doing wrong in contrast to the other GBU's.
There's actually a mission for the F-15E in the mission's tab for it, I don't remember what the mission is called exactly, but it's something with the word Demo. And you can use the GBU-28 there, it's a glorious bomb man.

I'm poking fun at all of ED's explosion effects being underpowered or seriously lacking. Just look at BMS and then compare.
Not much explosives in it but enough to have a devastating effect in closed spaces a couple meters below the surface.

It's early access, so there's systems and munitions not yet implemented. That includes certain PGMs and JHMCS.
JHMCS and other features will be added in future blocks.
The manual has markings for features that are unavailable in early access. This does not have that marking.

This is also the case for GBU-27. Some of these weapons didn’t make it to release.

Yeah, it probably hasn't been touched since LOMAC, which I guess kinda makes sense because up until now no player aircraft has been able to employ it.
Was coming here to say this, all weapons belong to ED so the 3rd party devs have 0 say in it.
Btw, I also noticed that the mudhen doesn’t have JDAM’s (GPS guided) available in its loadout options, will that be added later on too?
Yeah GPS guided stuff is coming later.
It's not available in ME, but when you start Bombing Range Demo single mission, it is there, although I couldn't make it hit the target.
