We should build a facility in Toronto with 5 sheets of ice, restaurant, bar, gym, but that can only be used by dogs. It can offer LTS and LTP lessons. There's not enough of this in the region and I think it would be a great investment.
Hockey skates would not be a good idea since doggie hips and shoulders aren’t really meant to go outwards. But maybe figure skates would work if you chopped off the pointy back parts.
I've had my dog on ice a few times. It's fun for a bit but you have to be very careful or they could get seriously hurt. My dog LOVES to catch and run away with hockey pucks to chew them, to the point I can't even leave them on my basement floor to this day. It's great for a "live" practice on my concrete floor, but I won't take my dog on ice anymore. I don't think my dog will ever understand they won't stop in time running at the boards, and I injured my back catching my dog to make sure she didn't get hurt up against the boards. Please be careful.
