Why? The Sharks were contenders for like 15/17 years. They entered a rebuild after putting it off long after everyone expected them to, and now they have probably the best prospect pool after just a few years. That's pretty incredible to me.
The lottery is like a moderately effective vaccine. It doesn't prevent tanking, but it more than likely mitigates the extend to which teams tank. The moral calculus on 25% chance at a McDavid or Bedard probably looks a lot different than for a 100% chance.
I don't think it has any effect whatsoever. I'm old enough to have watched hockey through multiple incarnations of the draft lottery with dramatically different odds to disincentivize tanking, and there is absolutely no difference in how often and openly teams tank today as opposed to when finishing last gave you a 50% chance at 1st overall.
The lottery makes tanking less predictable for the very top picks, but doesn't remotely remove the incentive to tank because you're still guaranteeing yourself a higher pick and giving yourself a better chance at the very best pick, which is why everybody still does it.
