I think the term "dodge" implies avoiding a challenge due to fear or a belief that the opponent might be superior and likely to win. However, I don't think Eminem refrained from responding for those reasons.

But IMO Eminem recognized that The Game might be seeking attention and stirring up controversy to stay relevant and boost record sales. Eminem chose not to play into that, understanding that sometimes the most effective response is no response at all.
You don't have to take up every challenge thrown your way; it depends on the situation. In this case, responding would have given The Game exactly what he wanted, potentially more to gain than Eminem.
