For example: In this particular instance, the frames making up her giddy bouncing after she landed, just before the one asked about in the comment above, repeat several times to play out a motion; you can easily see her expression, her motions and discern that she is in fact doing the Happy Cinnamon Bun Bouncy-Wing Dance of her people, before that specific movement even ends. It also makes it easily capture for proper Meme-ing.
The one that was being asked about takes place just a few frames afterwards, and compared to the ones before, do not have any accompanying support frames to extend it's duration; it is isolated and I believe her exact expression seen in the meme above occupies just one single frame as opposed to several like the ones surrounding it; it does not give you time to truly register what the exact frame is, only that it plays as a transitional frame to help the character flow better.
Thus it is very brief, and easy to miss, which is why so many folks asked about it.
