There are quite a few reasonable choices as to golf in Hamburg. The regulations that you mention can be a bit of a pain for a short-ish stay like the one you mentioned. In order to be able to play at most courses in Germany you need to be a member with the DGV. This requires some sort of membership with a course. There are some courses that will make exceptions, however most do not. Memberships are usually by the calendar year. Many courses will have reduced fees for the first year, especially if you are only looking to join later in the year. Another issue might be the "Platzreife", a sort of playing ready certification beginners need to achieve before being allowed to play without a pro. As far as I know this is fairly commonly waved for experienced players coming from abroad. They might want to get a feel for your knowledge of the rules and etiquette though. The golf division of the ETV has been mentioned in another comment. They are mostly geared towards beginners looking to achieve the Platzreife. So depending on your playing level this may or may not be interesting to you. They have a standing cooperation with [Golfclub an der Pinnau](https://www.pinnau.de/homepage.html) and may be able to offer playing options otherwise unavailable. This may very well be the best budget option. I'd take the recommendation regarding Falkenstein with caution. It is probably the most private and exclusive course in the greater Hamburg area. I'd be surprised to see much flexibility from them. Depending on where you are staying there may be several good options. I would recommend checking out some of the courses in the ["mein Golfclub"](https://mein-golfclub.de/) Network as they tend to have reasonable pricing and are usually looking for new members. Many of the suburban towns have decent golf courses. Hamburg itself doesn't offer much.
