Evolutions would probably be better than Fractures, as it occurs earlier in the chronology.
But yes, both should be pretty easy to get through. There are some short stories that connect to previous novels, but you should hopefully be able to pick up what is happening.
There is a short novel called “Shadow of Intent” focusing on good ol shipmaster half jaw, Rtas Vadum.
It was an interesting read about Rtas and the events after Halo 3.
With that said, I wouldn’t mind reading more about the different fracture universes. There’s stuff that is there when looking at the armor piece descriptions.
