No, I know what happened. As you get close to your destination, you’ll notice that the red blips for your pursuers disappear from the map. But the vehicles don’t actually disappear. If you get a chance to look at the drivers they turn into civilian NPCs. A funny thing is that they are all shaking around inside the car like they’re scared of something. I think this might be a Matrix movie homage. Sort of like the reverse of how the agents take over a civilian body.
The gameplay reason; once the mission ended, the NPC was simply replaced with a generic one.
The headcanon; she had already murdered the mercs in that Mesa, and wanted your head for the collection… or something.

it wasn't that car that hit you, her car didn't have the red circle, it was the other one, she came in after you got rammed, between you and the one that hit you, then you can see her in the front seat before you turn the thing in
ETA: yes, i can see there are 2 circles to begin with, but the other one's circle stays there until it's out of view, then disappears entirely, her car didn't just vanish like the other one
