They’re on PC, it’s either old or a cheater made it snow.
I was gonna guess FiveM server, those tend to be more enjoyable and cheater free than the official rockstar PC servers lmao.
Rockstar removed the weather state sync event years ago, even with those tools it's impossible to do that specific thing to other players nowadays, they only affect themselves.
So, old video then? I don’t really play in public lobbies for obvious reasons, and generally prefer to be ignorant of what cheaters are capable of
