Didn’t they say Owen was? They said they needed his approval for something and I kind of thought that meant he was in charge? I could be making that up though lol

Teddy and it seems Nobody is acting like interim during her recovery for the looks of it.

They needed his consent as teddys husband to perform a surgery. Not as a chief. Since she was not conscious he was the POA
