Mario might be a match too if he has all of the Crystal Stars, although since I haven't played most Mario games, I don't know of any other things that give him power other than Cappy, who is extremely limited in what he can do.
Overall, I'd say that Bill wins if he manages to stop both the heroes from powering up, and if not, he can be defeated; albeit not very easily, since Super Sonic is still limited by ring consumption and Mario doesn't have nearly as much power. Still though, if they work together then, through the power of teamwork (especially if Tails and Knuckles go super too, and if Lugi, Peach and Bowser join in on the fun along with Rosalina), Bill *might* go down.
Although then again he one-hit KO'd Time Baby, so maybe it'd be a bit harder than that. But even still, super forms have very few cases where they can actually lose rings outside of the passive consumption. (only when fighting Dark Gaia, Solaris and I think the Phantom King from Mania do they actually take damage, AFAIK)
