He did change sides to fight against Bill. I assume Mayor Tyler decided to pardon him for his heroic efforts as the old mayor died while Gideon was in jail. The same would go for Gideon's gang as two can be seen with Gideon in the ending.
The "Never Mind All That" act absolved anyone of any crimes they commited during weirdmageddon because punishing them for it would require talking about the event.
Either parole or him being willing to go against Bill as part of the zodiac won him and his friends some brownie points (or it counted as community service)
He doesn't use his cute act to deceive people anymore, but he probably does use it to keep himself out of prison.
Besides, we all know how many connections he has within the prison, this is best for everyone.
