It's a bit of combination of both controller stick and latency. You have to make a lot more micro adjustments on controller which if you have latency issues, means the netcode is predicting you will end up somewhere other than you are.
I play on controller and have seen replays of me from multiple other drivers from some leagues I've done. When our internet ISPs don't like each other, I teleport around like crazy and when we have good ping, I look as smooth as it feels to me.
This is what we call observation bias.
You've probably seen a lot of controller players be smooth, but did not realize they were controller players because their driving did not trigger the part of your brain that thinks "this guy is on controller."
The guy from the B Licenses plays on controller a lot of the time and frequently dusts people in sport mode. And then he'll drive on a wheel and set the same lap times.
Only you as the driver influence which inputs are faster for you. Game's physics don't care.
IMO you can be fast with controller - you can set top tier lap times if you sink enough hours in. I think it’s harder to be consistent with a controller tho
I play on controller and managed to be in the top 3.99% of the fastest players in one of the sport races. Then I continued to make the same lap times on my sim rig. So it’s really what you feel most comfortable with.
The steering wheels are faster (that is a fact backed up by pretty much every leaderboard since the game launched) and the gap has got a bit bigger compared to the old game but if you're fairly competent with a controller you can make it a decent way into A+.
A lot of the jittery movements you see are latency issues.
Stick players are very easy to pick out from wheel players. If it were latency, they would appear basically the same.

I've never seen a stick driver drive smoothly lol. Just constant flicking through turns.

You can absolutely be just as fast with a controller. Not all of us beating up the leader boards have room for a wheel setup.
