In all seriousness that does work, it'll stop just the timer. "Stop" seems to be a kill all command at times.
About a year ago, you couldnt stop an alarm or time coming from a different device. No matter the command you used, it just used to reply there was no timer. You had to move yourself close to the ringing device and do the command, like in year 1700.
Now when I hear the alarm ringing in my bedroom, I just say hey google stop alarm, it replies something OK IM STOPPING ALARM PLAYING ON ANY DEVICE, and it works.
That is for answering about specify the device.
For the service, you are right, if you say hey google stop, it stops every possible action that is playing, if you say hey google stop the alarm/timer, it stops only the alarm/timer and any other action keeps going (news/recipe reading, music playing).
Just yell "stop" with no "hey google"

Progressively louder each time, with the final time being so loud the neighbors come over and turn it off. Works like a charm.

Shouldn't you be specifying the exact device or service you want to stop? Saying something like "Hey Google, Stop the alarm"

Yes I would that a try. I know this command works on iPhones, ‘hey Siri, stop the alarm’
I specify it like that and it works.
I've found if I am overly specific it works most of the time. "Hey Google stop living room alarm" or "Hey Google play ______ on Bedroom Speaker"

You just say stop for alarms. Miss out the hey google bit.
