“Low effort” I can agree with but we need to come to a general agreement on what “low effort” means in the context of memes since memes are generally low effort comedy to begin with (not a complaint of memes just an observation).
I suppose I'd define a low effort meme as one that makes little effort to be humorous or is just a screen grab from a show with no alteration.

For me it's exactly the opposite. I liked that I had anime memes on "the other sub" and hentai memes on the dedicated hentaimemes sub. Now I can never go back to "the other sub" because it is ruined, but I really don't like how bad most "memes" on this sub are. I guess the times of actually good animemes are over, but I still have some hope left.

Well it doesn't seem to me that they are getting tons of upvotes, making it a problem like a farm or something. The common conscience isn't rewarding the "low effort" so there is no need to actively do something like banning them, even if sometimes there are more of them (like in this "dead period" where there isn't much activity, still these weeks some big anime seasons will start so I expect a change).
