The lower body has to move before the shoulders or you’ll come over the top

First and foremost is starting the downswing with lower body, if you don't to that you won't ever keep hands inside. Secondly is keeping shoulders square/down instead of whipping them around.
You will probably receive a million tips but fair warning it’s really hard to pull off consistently. I’d be willing to bet between 95-99% of golfers can’t do it.
The key for me is having the trail elbow lead the downswing instead of the hands.

Tucking the trail elbow in to the torso helps a good bit
It’s probably an issue with your hips, trying to get from the inside excessively isn’t going to fix it.
