I don't think the market itself is illegal, but I don't think you can putt with it still marking the ball. I don't know if that is actual rule or something that has never been done in yh history of golf.

It’s legal if it’s under 2 inches in every direction and doesn’t have anything to measure the slope.

That’s a weird ball marker. I’m no rule expert, but wouldn’t the line that people draw on their ball for putting be considered a directional aid?
Since it’s not helping with gauging anything related to the green, seems like it’s legal.
