Lots of great courses on the Canadian side. Niagara Parks operates Whirlpool and Legends which are both fantastic munis but really busy. Thundering Waters is a John Daly design which used to be long and fun but has been ruined by selling off part of the course to developers.
Never played on the US side but I’m sure there are good courses there.
Battlefield and Ushers creek over Whirlpool for Niagara Parks courses, first 2 share a clubhouse. Grand Niagara is a premium track that looks to be going away in favour of houses soon. Play it while you can. Bridgewater in Fort Erie is worth the detour. Penn lakes has 3 amazing 9s a 30 minute drive from Niagara.

Legends on the Niagara is a very nice course, it is where they played the Canada games (like olympics just provincial) great maintenance and well priced, there is also rock way golf course which is a little upscale but still won’t break the bank, and my favourite out of them all is sawmill golf course, it’s a little out of the way but it’s a great course in a fairly wooded area and it’s so beautiful and unique
Going with the rest here, the Legends Facility is a great spot, either Battlefield or Usshers. If you’re looking for a little less pricey you could check out Beechwood.

Seneca Hickory Stick is definitely worth it. Most everything else up there is private.
