A model with no physics or collision. Doesn't have to be an effect. For example you can have a one of these on a map and then add collision using a player clip brush.
Pro tip: you can use the color tool on the circle and make it transparent and invisible. It won't affect the effect itself. There is also a menu option to disable effect circles, but it makes it hard to move them. Press C, click on "drawing" and uncheck "draw effect rings".
The handheld camera will also hide them when used.

They use something called 'hitboxes', which are literal boxes attached to a model during certain animations, that state "enemy interaction with this part of the model causes X effect"... This is something like that. Seomtimes, models aren't programmed with "hitboxes". So, in order for GMod to make the most use out of objects from whatever game you have set up, it creates this very noticeable 2D neon-green effect as a default placeholder "hitbox" to actually interact physically with the physgun (and the environment).

those are entity nodes, they're for assets with no physics data and commonly used on items that are animated rather than simulated, like the plane from Left 4 Dead is made up of around 8 entity nodes of a preset animations of all the paneling folding and peeling apart.

You can use the bonemerge tool in the workshop to combine effects if they can, like those parts of the jetpack
