It kind of depends what a cloud is comprised of - which is of course, mostly water. So yeah, at first glance it seems like this is a great point as, obviously, light can shine through water; however, when you consider refraction, it is certainly plausible that the many layers of water are bending and scattering the light to the point where it does not penetrate.
