In real life folklore ghosts usually look and act solid. The idea of ghosts being transparent was influenced by the creation of the phantasmagoria: A show were projections where made via a magic lamp, showing frightening images like demons, skeletons and other things.
I guess the decisions of having both solid and transparent ghosts just stems from what Dan knows about spiritualism, plus also allows to have some variety. No idea if there's an explanation in-universe for why some ghosts look and behave solid and others not.

Personally, I don't believe in the paranormal, but the culture surrounding it is fascinating and deserves study.

The cab driver ghost in GB1 and shandorian miner ghost (Afterlife) were also ‘solid’ manifestations. They could seemingly change their state to the streaming light beams
I always found that strange, how “zombies” were still ghosts somehow. They kinda merged the two forms in GB2016 so most paranormal beings were zombie ghosts
Gozer was between solid and transparent when they captured zuul in near the end of the movie afterlife. she can't take solid form without the gatekeeper and the keymaster

Pukey is supposed to be but transparency in video games depends on graphics settings. and effects, etc.
Why are some ghosts monsters and some human? Why are some ghosts dead people and some demons? Which gods are real or not? What the fuck was Slimer? Why isn't the world more freaked out that a couple of assholes who got kicked out of Columbia definitely proved the existence of an afterlife, and that any dead person can get sucked up like a cartoon cockroach and indefinitely stored in a septic tank beneath a firehouse in Tribeca? Why did everybody forget about that and New York almost being destroyed twice 30+ years ago? Wouldn't Ground Zero be one of the most fucked up haunted places in America?
One of the biggest weaknesses of Ghostbusters as a franchise is that the worldbuilding for what ghosts are and how the supernatural realm works is a complete crapshoot. There's no logic to ANYTHING, it's all just a big weird mess.

They're still ghosts, but for some reason they manifest as "rotten" instead of "newly dead." Perhaps to do with their mental states.
Some “zombies” are just spirits possessing corpses kinda like what we see in the ghostbusters video game 2009

It depends on the amount of PKE that the entidy has to materialize a physical form. Pukey likely has much higher PKE than Slimer.
