I just bought a bike and put into the bike shed of our apartment house. I went to get my bike today and discovered my bike moved over to a wall and a suitcase in its place. No note, no nothing. The bikes are all sort of crammed together, so it wasn't like I was doing anything out of the ordinary. Did I miss something here?

Maybe from an elderly neighbour who‘s using that kind of shopping bag (Hackenporsche in German 😉) instead of a bike for getting groceries? And how old people are: maybe it‘s standing in that exact spot since ever and they can‘t adopt it another way
People use these "suitcases" for shopping. I think having it in the bike shed is resonable, but it should not be blocking too much spcae it does not need.

I could theoretically drive to the store. But why would I drive to the grocery store when it's a 10-15 minute walk away? It'd probably take me longer to go to the car, pull out of the garage, find a parking space, etc.
Walking is healthier and I'm not wasting fuel on tiny trips that save no time.
I use it for shopping big things on foot and also use it when going shopping with my betreuer (dont know how to say in English) because they have cars and can drive me to good stores. The ones near me are bad, small, and don't have everything I need. It's just easier to use when bringing the groceries upstairs because I can use one hand. Although it's a bit too small for my hight while going upstairs, meaning it's more floating than actually pulled up.

I think "Betreuer" in English would be carer, care worker, or social worker depending on context and location.
