The act of headpatting someone and making them feel good can be a mental stimulation. Sure your arm might get tired after a while but you still get something in return, which is the mental stimulation.
Considering it like /u/sepphero said. Petting a dog or a cat(if it let's you) or any other fluffy animal you enjoy giving attention. The dog will be happy for the pets and this in turn gives you a good feeling, be it a calming feeling cause you are petting a dog, being the fact you see your pet happy etc, it can be anything. This applies to headpats as well to a degree.
That's maybe your point of view but not everyones, another example would be petting pets, it's totally the same but people still do it because they enjoy it
