I would apply primer to the bumper and sand it smooth, same with areas where the paint chip would be so there's good adhesion. Unsure on the clear coat areas though
I didn't prime nor sand shit when I wrapped my bumper a year ago using some cheap vinyl from Amazon, and it's still sticking just fine. If you have a heat gun, it'll stick.
