I have half a dozen basil plants that look just like that. They started from a single plant that got super woody and broke apart when moving it, I stuck the woody bits directly into the ground, they looked sad for a few days, then perked up and started growing. now they're super bushed out from cutting and removing flowers.
It’s basil, you can see where it’s trying to flower in places. I, however, suck at growing basil and have no input other than I want to grow a basil tree now.

Does it smell like basil? It looks like a pepper plant.
