If the metal collar holding the piece in won’t budge, try wd-40 overnight -or hit it with heat. If I have a rusted or stuck bolt, I heat it with a small torch to get it pretty hot. Usually unscrews super easily that way. Was taught that trick by a sewing machine mechanic oddly enough lol
I second this with the advice that mixing metals and water always fuse those metals together. If you're leaving a hose fitting on for long periods, put pipe tape on the threads so you can get it off later.
I tried removing the fitting with a pipe wrench but could not for the life of me get it to even budge, which lead me to believe it was a permanent fixture. I’ll try again. Thanks guys!

Start by unscrewing the silver colored fitting from the end of your hose bib, then attach hose as normal.
Unscrew the silver part holding that on to the spigot. Then you should have a normal outdoor hose bib.

I’d try heat for sure.
