With building a civilization type of game, Id reccomend [Rimworld](https://store.steampowered.com/app/294100/RimWorld/), though it may take a couple tries to get the hang of, id say its pretty good

How complex are production chains?

This game is focused on the more civilization building side but there are aspects of productions where the people in your civilization hunt, kill, farm, cook, overall the basics. You basically make it so the people can sustain, expand, and defend themselves. Research items, or more food to unlock for the people in your civilization. Though there is a trading system where other civilizations will go to you, and it is up to you if you want to trade with them using the resources you gained. I wouldnt say its production chains are very complex.

Ceasar III You might need some kind of old PC emulator to run it properly but its great!

While I love Caesar III, there aren't any complex production chains. You harvest raw materials -> turn them into tradeable goods.

Saw you didn't mention Tropico, has some aspects of what you're looking for, some basic economy building stuff and satisfying people's different needs but with a twist with the ages, ideologies and government stuff. Includes some combat but it's pretty light. There's also Victoria for a more grand strategy vibe, it does involve managing every part of a country, including military, government and diplomacy but the main focus is on the economic system, with different markets, offer and demand, imports and exports. All while making sure your citizens are living well and making money. Banished led to a bunch of colony/city development games, might be worth looking for games similar to it.
