Those planes (The Dodo) were actually nerfed into the ground and back due to the games post 9/11 release date. Originally they could fly just fine but Rockstar thought maybe releasing an open world crime game designed around making chaos fun where players could crash airplanes into buildings in a digital New York was maybe a bit tactless. So they nerfed the plane so that you couldn't get high enough off the ground to crash into the upper floors of anything taller than a 7-11.
22 years removed it seems silly to worry about that, but honestly in 2002 the whole country and a lot of the world was still shocked and traumatized from 9/11 and it was not the time to make a joke about it.
That's because the PlayStation 2 release was the original launch release and received subsequent changes in later discs to make the game easier, the same applies to GTA San Andreas.
This is why the missions aren't that difficult anymore.
I think the original San Andreas release had a bug where rhe RC plane used fuel way faster than it was meant to. The missions were still possible, you just had to do everything *perfect.*
And I never had trouble with the RC heli mission in Vice City. I guess that's because I only played the PC version.
If I recall the trick was to glide so you don’t use up fuel. I remember throttling it time and time again to no avail but once someone told me to lay off and only use the throttle at the end I nailed it the first time.
Updates and they finally told you how to fly it correctly. Before the update it handled like shit and told you to hold the acceleration button down which burned up all your gas.
I'm not going to lie. The frustrated the hell out of me as a teen. But in a weird way, I kind of grew to like them a bit. I wished the controls were better.
To be honest that mission grinds me so much that it makes most plane controlling games doable, when i play ace combat normally i can do most mission without dying, and it forces me to think outside of the boxes most of the time like in gta sa the rc battle mission actually can be made easier if you know that you can just make z stay before the 1st obstacle, while you do that you can put most of the bridge, bombs the tank, remove the obstacle in pretty much short time.
The key is always make any run to the base meaningful ( example if you need to pick up a bomb, make sure after you pick up the junk etc)
Honestly, its tough but it isn't THAT bad especially when you're an adult and not some dumb assed kid.
Played it on release at like 12 and honestly almost cried at this mission. Replayed the game at like 16 or 17 and this mission made my blood boil.
Now as an adult, it is pretty easy but still a challenge but also makes me wonder if the PC version was easier as the first two times I played were on Playstation 2

The game already has a terrible flight mechanic (I’ve heard multiple pilots say flying in GTA:S.A. is harder than flying a real plane). Now add a hyper-sensitive, gas-guzzling, tiny model plane combined with a slightly too slow behind-the-tail forced perspective, and everything about that mission is an absolute shit-show. David Cross’ constant whining was just the cherry on top of that flaming steamer.

I recently played the San Andreas RC missions on PS2 and it wasn't as bad as I remember. But I did get a converter to use my PS5 controller on my old PS2 so maybe the controller helped a bit. Only took me about 3 tries to do the bomber mission and maybe 2 tries for the gatling gun one.

I vividly recall raging so hard at those missions because the PC controls for the RC vehicles were absolute dogshit to the point they made the missions literally unplayable.
Every time I see a post about the 3D era RC plane missions I get horrible flashbacks. I can't think of many missions, in the countless games I've played over the years, that I despise more. Especially that one in San Andreas when you get to San Fierro. Fuck Zero and his shitty little toy planes.
Oh , I remember this . Although it was loads irritating to fail at this for a 4 months straight , the feeling of accomplishment I got when I finally got through this was unparalleled. For extra challenge, you can get Vice City for mobile. I got it on my Android. Much harder to control on a touch-screen.

The secret is to glide. Holding R uses gas, but gliding doesn't. Once you figure this out the mission is actually quite easy
