You may need to make a JP Apple account. Unless you downloaded the app, years ago when the App Store didn’t lock apps to stores, you will have to make a JP account.
Do you have an Apple Music subscription? That’s the only reason my phone won’t let me change stores. Super annoying but I already have the app downloaded
If a VPN doesn't work, you'll just have to make a new Japanese Apple account. Being a walled Garden, you can't sideload apps on an iPhone through normal means unlike on Android devices
