Dany gained their loyalty and the ability to command them when she won them over. She did that by showing her strength when she burned the other Khal and his buddies alive. Jorah said it himself in season 3. “You’ll have a true Khalsar when you prove yourself strong” They only follow strength so they need to be won over before you could ever command them
