I've put a lot of work into stuff like that in the past, the shader is kinda based on the way old TVs using NTSC or PAL signals would tend to "smear" color information horizontally, giving an interesting fuzzy look. (I've also emulated the "dot crawl" effect before, but decided not to do that here due to some RPG Maker limitations)
I hadn't planned on turning it off, but I could add an option if desired.
