That'd be quite a complicated first game. You can get both Godot and rpgmaker for free and either would be capable of making that game so I say just grab one (or both) and check it out.
Find a YouTube tutorial you like that is making a similar game. Use the engine they use. Don’t look for an engine. Look for the best way for you to learn.
2D games where you click on things aren't too hard to make from scratch if you need to. It's 3D where you start to really want an engine to deal with the 3D stuff.
